The aptly named debut feature directed by 28-year-old Jason Eisener features Dartmouth, Nova Scotia, as the perfect setting for a young genre-movie director’s fever dream: a crime-riddled wasteland so corrupt that it takes Rutger Hauer as the titular vagrant with a sidearm to set the city straight.
